You're probably thinking of Benjamin Franklin. Jefferson was never in France during the Revolution; he became minister to France in 1785. The Treaty of Paris, ending the American Revolution, was signed in 1783 (the fighting actually ended in 1781).

Nevertheless, France saw an opportunity to poke a centuries-old enemy in the eye and took it. Their action was quite analogous to the the Russians aiding the North Vietnamese during the Vietnam War or the US aiding the Afghanis during the Soviets' war in that country: tie down and harass your enemy at little cost to yourself.
