1 - The cap will be at, below, or at least near the market rate, in which case it will have no effect or minimal effect.

This is how I read it. But once in place, the pressure will be on to lower the cap. The real problem here is lack of access. They keep oil companies out so the few with port facilities own the market. A vicious cycle.
