According to the SI profile, Intel had 889m shares on 9/30/95 and 897m on 12/28/96, a slight increase. Intel buys back shares only for the purpose of funding the employee stock options program.

IBM had 564.6m shares on 9/30/96 and 513.4m shares on 12/31/96, a substantial decrease. IBM has publicly stated that they believe their stock is undervalued and buys back shares to make money and to fund stock options.

The companies have very different motivations for their purchases.
