John. I think you're right about the short term pop but I wouldn't sell too quickly. Beside the sympathetic move from BBN, there's another factor working here. While tech stocks were depressed, it was difficult for companies to use their stock to acquire a resource like PSI. Now that they have rebounded, it much more likely.
The best analysis i've seen of PSI (and UUNT's) assets was done about a year ago by Motley Fool. It compared and contrasted ISP's without hard assets (like Netcom) and those with POPs and "pipe" like UUNT, PSIX and BBN. PSI is the last one left independent and has added a lot of resources since then (particularly in Europe). It is still way cheap.

PS. I bought both UUNT and PSIX back then. Got lucky with UUNT; I know my day will come with PSI.
