Twist my arm, and I'll recite some horror stories of house arrests and other new-age penalties versus prison and why they do not create utopia for the criminals or the law-abiding. How true, how true! And I think they tried every one they could up here in the evergreen state under the care and supervision of DSHS, CPS and the former Superintendant of prisons, Chase Rivlen. What a motley crew they were and are.
