And I wonder how much of it was due to governmental "turf battles" between DOD and State?? Rumsfeld did take a major risk in trying to usurp what is normally a State Dept function.. humanitarian aid and nation building...

Rumsfeld, who was traveling overseas when the news broke here on May 1, approved of Bremer but was said to be irritated that reports portrayed the sudden decision as a victory for Powell. Rumsfeld issued a terse statement praising Garner and saying no decision on any change had been announced.

Can you say political "ambush"?? Get 'em when they're not in a position to properly able to rally allies..

Most important, in the administration view, is Bremer's no-nonsense demeanor and projection of authority.

Bingo!! That's what has been needed... Someone who appears to be in charge, but let's everyone know that he's there to create an orderly change of power to the Iraqi people.
