It had to do with wealth sacrifice for the government.

1 - Not just wealth sacrifice, the term is broader.

2 - Wealth sacrifice against the existing government.

3 - Also voluntary sacrifice is different than taxes.

As for what's made the US relatively unique, its hardly taxes, liberty would be a better answer (although now the US as the freest country is questionable)
