Bush Budget.

The presentation was typical Bush. Bad. He sat there in his cabinet chair acting nervous as he said it was a "lean" budget. I winced and said, "you should have stood behind a podium and said, 'this budget is outrageous, but as low as we felt congress would pass.'" That would have been honest.
