Mrs. Murray, my English teacher in the 11th grade, said...... well, OK, so I don't remember 11th grade. The rule need's to be changed. Simple. Look at Peters sentence! Why should one set of quote's simply close and the other be subject to weird rule's? If the quote isnt a question, then why the heck would ANYONE put the damn punctuation's inside the quote? He whispered "are you there?" Did he whisper the word's "biotech had a great year"? The question is, "arent biotech's going to have another great year?". Thats the way that it SHOULD be.
