I can't speak for the Soviet people -- a vast and heterogeneous group crossing two continents -- and I can't say with any degree of assurance what they thought. It is marginally easier to look at the actions of the government, which is what I was talking about. The government sought to keep pace with US defense spending -- but the economy could not support such huge expenditures in relation to GDP. There had always been a lack of consumer goods, but necessities began to disappear too. Provision of housing, medical care, food -- all deteriorated. Social problems, drug use, criminal cartels, petty crime, alcoholism -- all surged with a vengeance as the country teetered. And then there was the devastating war in Afghanistan. M2
