Yes and no. The bar for Palestinian 'shaping up' has been set way too low, imo. One semi-fake election and persuading Hamas to stop shooting for two weeks seems to be enough to count as 'shaping up'. Now they get all the goodies, the diplomatic contacts, the aid, and for what? Nothing that Hamas can't undo in a second with its next attack.
