Something I've thought about is limiting each senator and representative to one office in his district, and one secretary and one aide for that office. And, something similar at their capitol hill offices. That would create a bottleneck for all the favor seekers trying to get the federal government to fund their local fantasies. Given these limits, each representative would be forced to concentrate only on the truly essential needs instead of trying to be everything to everyone. CF Rebel
