As part of the C11 process, the company is required to disclose a lot of information we would normally never hear about. The blurb about L-3 was buried in a 37 page schedule (apparently) listing every contract or lease the company is (or recently was) a party to. The division of L-3 that is party to the MOU, btw, is here: l-3com.com
