Bush actually had a decent record as governor... All in all, it seems there is no way to predict presidential performance based on previous elective office or private enterprise.

Harry Truman was a failed merchant. John Kennedy's sexual exploits would have disqualified him today. Herbert Hoover was a failed president but a became respected ex-president. Jimmy Carter was smart - nuclear engineer, humble, and honest, but failed to win re-election. Clinton, a draft dodging, pot smoking womanizer defeated George H.W. Bush, a respected ststesman, military aviator, CIA director etc. Cheney, Rumsfeld and Powell had distinguished careers in public service before Iraq...

In 1994, Bush was elected governor of Texas, defeating the incumbent, Ann Richards. In office he won a reputation for being able to forge bipartisan coalitions with the conservative legislature's Democrats, and won passage of changes to tort laws and the welfare, public-school, and juvenile-justice systems. His most significant setback occurred when legislative Republicans deserted his tax-system overhaul. Bush was reelected in 1998 by a landslide.

'm not sold on Obama. He might be great as President but I don't see yet where he's been successful in governance. Dubya wasn't either. Dubya was an absolute slug.
