ARCA's access to ITS could be via its' ownership of/partnership with the Pacific Exchange. Currently, ECNs can trade listed stocks, but cannot be included in CQS, or have orders routed to them via ITS unless (a) they are an SEC registered stock exchange, or (b) they do so via the Nasdaq Intermarket connection (NAS via CAES).

Edit: Maybe it is trading via Nasdaq Intermarket on an interim basis?
