I just did the same :)). The appropriate paragraph was scanned and is temporarily available at JC's (http://www.jc-news.com/pc/). I don't feel that the paragraph is entirely clear - it could be read as meaning the opposite (i.e. that the PLL runs at 1.6V and the rest at 2.5V). There is, however, additional reason to believe this is not the case: The Alpha 21264 uses a 2.2V supply! (Source: Alpha 21264 Microprocessor Data Sheet).
