E*Trade and the OpenIPO system?

E*Trade says that they'll have Salon.com, that it will be administered through the OpenIPO auction system, that they will accept only limit orders, but that their allocation procedure will be the same as always.

I'm confused. I've read through the info at openipo.com and understand the auction process. What I don't understand is how it jibes with E*Trade's "normal" allocation process, whatever that may be. There are also some weird links on the openipo.com site that make no sense. Clicking on the OpenIPO Network link takes you to the Current Offerings page for Preferred Capital, saying that no offerings are currently available. Like I said, I'm confused.
