Sam - unless other evidence surfaces, I do not think it is deliberate. Bear in mind, the Chinese embassy was not the only one suffered from mistaken identity, unless the conspiracy minded decided that the subsequent mistaken attacks on the Kosovo refugees, western journalists, and even troops on the Albanian side under friendly fire [what a oxymoron!] were deliberate attempts to cover the track. I can't see playing fool is a military strategy <sg>.
If it weren't the Chinese embassy, people probably would say this kind of mistaken targeting happen all the time - probably even in the Gulf War. That leads to the 2nd point. While this and Gulf War are not comparable, certainly, the latter was better handled PRwise.
I do have another scenario for my conspiracy minded friends <g>. The maps were supplied by the Chinese. Stop for a moment and consider what has transpired between the US and China. China doesn't have too many trump cards. Asian economy has only begun to recover, with the US doing a lot of heavylifting. China was eager to get into WTO. China espionage activities, real and imaginary, were high lighted in the news media. All things considered, this bombing could be seen as a godsend - or was it?
