It goes way back to 1988, or so. MSFT actually developed a lot of OS/2 and the deal was supposed to be a joint effort in sales as well.
It's the applications that really sell the OS or environment.
Then, things fell apart and MSFT got real serious about Windows which led to 3.0 around 1990. The rest is history. Windows has been a tremendous success, while OS/2 still has a relatively minimal install base.
