Getting an affirmation notice doesn't mean that you'll get shares, even with the lottery system. Some number of people are drawn in a lottery, in some order. All these people get affirmation mail. Based on the responses, shares are allocated in the order people were randomly picked. If you happened to be picked towards the end of the lottery process, you'll probably not get shares. Far more affirmation notices are sent out than they have shares to allocate -- they want to be absolutely sure that they're able to allocate all the shares.
