ST. AUGUSTINE, Fla., Jun 8, 1999 (BUSINESS WIRE via COMTEX) -- David
C. Skinner, Jr., President and CEO of Winners Internet Network, Inc.
(WINR) has just completed the first round of negotiations in Europe and
announces the greatest world-wide expansion of WINR software and
processing to date. Negotiations have been ongoing under the auspices
and direction of Dr. Peter Keppeler of the GBR Ernst & Young offices in
Basel, Switzerland and the former Prime Minister and Minister of
Finance for Liechtenstein, lic.iur. Markus Buchel. DDr. Reinhard
Proksch of the CyberLink Group has also been included in addition to
other leading financial experts from the USA and Europe. Further
negotiations are continuing.

Dr. Keppeler with GBR Ernst & Young in Basel, Switzerland are world
known experts in Swiss Banking and the standards for performance
presentation. They were very active in updating Liechtenstein Banking
and Mutual Fund regulations. Dr. Keppeler has agreed to oversee the
application and implementation for the secure processing system for
Internet financial institutions for the total back office management
and accounting systems as offered by WINR. This new processing system
will be known as SecureNet-Plus and will be linked to a new financial
network to be called, "The SecureNet-Plus Network."

CyberLink Monetary Systems Est. has worked with WINR to develop this
first separate network for integrated financial transactions. They have
combined to secure domain names and registrations, which are all,
followed by -plus.com. These include domains such as banking-plus.com,
mutual funds-plus.com, insurances-plus.com, trading stocks-plus.com and
other similar domains. This concept virtually allows the overnight
expansion of direct links to all major financial markets overnight with
a processing system that has proven to be a leader in handling Internet
E-commerce transactions. It also provides for direct marketing of
advertising space on the specific sites as they relate only to the
specific area of E-Commerce interest. Dr. Keppeler indicated that many
private banks in Switzerland and Liechtenstein wish to Participate in
Internet Banking but the back office accounting takes time to
adequately develop. The solution to be able to provide an integrated
system for processing is a necessary ingredient. This system not only
offers a financial institution the management and accounting for
Internet Business but will tie it into the SecureNet-Plus Network for
total Global access. The specific financial terms of this union between
CyberLink Monetary Systems Est. and WINR to form SecureNet-Plus will
contribute a significant amount to the bottom line of WINR and expand
its processing and equity revenue substantially. The CyberLink Monetary
System as part of this agreement has eliminated the royalty processing
percentage that WINR had previously agreed to share for CyberLink
contribution. Mr. Skinner stated that this alone would reduce Expenses
by 40% in addition to the expanded market for both processing and
advertising.

Mr. Skinner indicated that WINR would be a major owner of the SecureNet
Processing Company that will be based in Europe. He stated that, "WINR
is not abandoning its direction or its public structure in any way. We
will continue to pursue all areas of Internet Commerce in a very
aggressive manner. This is only the first of many steps to make WINR a
leader in global processing and software for Internet commerce." This
facility will give the processing support and telephone communication
in seven languages, twenty-four hours per day.

Additional processing offices are being opened in Liechtenstein with
the Internet provider to insure the most expanded bandwidth and IP
addresses available. It is expected that the new facility will be
operational in August 1999, which will give emphasis to the most
advanced technology available. In addition, WINR is being restructured
to have a separate division for Programming, System Administration,
Graphic Design and Processing. Research and development will also be
continuing with the addition of new personnel. The executive offices
for the coordination of efforts will be located in Vaduz; Liechtenstein
and the new technology center will also be located in a nearby city.
