Something to thing about: Public utilities and infrastrucure projects exist so that each member of the general public do not have to make these provisions for themselves. Can you imagine the chaos if each person was responsible for their own sewage? The same applies to telephone and cable service. I have been trying to follow the discussion on the technological feasability of ISP's "sharing" bandwidth. I would of course defer that assessment to Frank C., ahhahha, and others far more knowledgable than I. But assuming that the technology is here allowing "sharing" of bandwidth then that negates the arguement upon which these local monopolies were founded. Leaving the question of cost aside(economic feasability).
Additionally, my experience(which always colors one's perception) Tells me that the typical City Council loves to pull into it's purview all that it can, that's how they establish the mini-fiefdoms over which they preside.
