I don't get it? So cable companies would have to open access, but can decide how much bandwidth each company gets to use? What is the point of that? That's like going to court for 5 years to decide whether or not Bill Gates has to share his money with the rest of his employee's, but having a stipulation that even if the verdict comes back saying he has to share, he has the right to decide how much! OK everyone gets 1/1,000,000 of a penny. Gee, thanks Bill that was well worth the courts time!

What am I missing?
