Your chart is off, Seps have traded as low as
115-06 today, meaning a 114 handle was
only 7 ticks away to 114-31.

I agree 114-00 is much further away. With every
3 price ticks equalling a basis point in yield,
a move to 114-00 from here would increase the
implied long bond yield by around 12 bps to 6.15%
or so.
