you can look at it as giving equal weight to major events.

Float is supply available for trading. Volume/float is true volume. it takes less demand to move lower supply. Gann found that the turnover of float coincided with changes in trend. O'Neil suggest a float of less than 50M.

The largest moves up and down will occur with a high ratio of Volume to float. They are volatile and fast moving.
