provide, pointing to technical hurdles, such as limited bandwidth, the company would
face should AT&T be forced to open its lines to multiple providers.


This is not true. It is technically possible for more than one ISP to share (the network layer of) a frequency band. Also, IP bandwidth could be increased by subdividing the loop. That said, I doubt T has an incentive to invest in its cable infrastructure to offer "open access".
