The rates cited for 128 and T1, $500 and $1,800, respectively, are high for access purposes, only. I think that these pricing tiers are for direct router port access to the 'net, in addition to the last mile access.
In contrast, DSL services that are priced at under $50 per month use a pooling approach, whereby many aggregated DSLs all feed into a single device, and are serially fed to upstream limited number of router ports. The latter does not result in a one for one relationship, as I am almost certain their T1 offerings would allow.
Variations in the edge make it impossible to describe a single scenario that would fit all implementations, but I think you know what I mean.
In the case of the pooled DSL access lines, they would lack the benefits afforded by unobstructed direct access to the 'net. Well, relatively unobstructed, in any event.
