Float turnover is a sign of volatility. Its use for CITs due at turnover is not clear.

1) Suggest count start at major high or low.
2) I would say not. We don't know what institutions do or not do. All data on them is out of date, subject to change. You might filter out any stocks with more than 25% institution ownership.
3)Float turnover is not as important as volume/float percent turnover.
4)I wouldn't worry about it, you can't measure it. a monthly snap shot is all we get.
