Mary, a secondary a quite legitimate, despite some of the dribble you'll see posted.

It is however NOT AN IPO, and as such, you will never get the big pop in price, unless by some random event something really good happens for the company on the day of the offering. A few have gone up nicely lately on the secondary trade date.

My advise for most people is to avoid them , unless you are in the market for the stock and would like to get it at a slight discount.
