HK stocks seen gaining on China interest rate cut

biz.yahoo.com

"The People's Bank of China said late on Wednesday it would cut deposit rates by an average one percentage point and lending rates by an average of 75 basis points from Thursday."

how will chinese rate cuts affect the US?
is this a prelude to devaluation?
will this further strengthen the dollar or will chinese sell us dollars to reinvest in china? since they do hold a bunch of US debt
