Oceania's Electronic Health Record to Include BCB's
PC-DART® VoiceFlow

Redwood City, CA, June 8, 1999 -- Oceania® and BCB Voice Systems Inc.
(Markham, ON, Canada) recently agreed that BCB will supply its
PC-DART® VoiceFlow, PC-DART® PlayALL, and related software and
technology for inclusion in Oceania Notes, the healthcare industry's leading
method for generating structured electronic clinical information.

Oceania's innovative technology enables automated capture, access, and
analysis of clinical documentation. The Company's WAVE® Electronic Health
Record, Clinical Knowledge Base, and Oceania Notes components provide
easy methods for entering and storing the patient health information that is
traditionally handwritten or transcribed.

Integrating BCB's VoiceFlow dictation workflow software systems with
Oceania's products will offer a faster and more intuitive way for physicians to
utilize the EMR products by permitting physicians to use integrated free-form
dictation as an alternative means of creating valuable patient information. The
integrated solution allows practitioners to interactively switch between
Oceania's structured information capture and free-form dictation, encouraging
physicians to capture the full breadth of pertinent clinical information, while also
enabling the user to learn Oceania's structured information components at their
own rate of speed. This approach to dictation during the application learning
curve will enhance Oceania's high rate of user acceptance throughout the
healthcare community.

"This agreement is Oceania's latest step in gaining physician acceptance and use
of information tools in their delivery of health care," stated Jonathan Morris,
MD, Vice President and General Manager for Industry Technology Products.
"Dictation is a widely accepted method of capturing the clinical encounter, and
is comfortable for many clinicians. Oceania's clinical documentation component
strategy allows a variety of methods to easily capture clinician input at the point
of care. BCB adds an important software component to this suite of products,
and we are excited about the synergy between the companies and the
products."

Upon reaching agreement with Oceania, BCB Chairman, Ken Murton stated,
"The integration of BCB's VoiceFlow dictation work flow software into the
widely accepted Oceania Notes product is an important step in recognizing
BCB's scalable, open standards voice software as an industry leader. This
integration further validates BCB's commitment to the Microsoft operating
system standard TrueSpeechâ audio compression in our comprehensive
management of voice capture, compression, and routing across healthcare
networks and the Internet."

BCB Voice Systems Inc. has been developing leading open-standard, digital
dictation solutions for healthcare since 1992. The incorporation of
Microsoft-accepted TrueSpeechâ as the standard compression of audio files
enables users to store 60 minutes of voice in as little as 3.6 MB of storage.
BCB's VoiceFlow software facilitates the efficient routing of TrueSpeech audio
anywhere in the world, enabling users the freedom to transcribe voice into text
in the healthcare facility, at home or abroad without using costly long-distance
phone services. BCB's software also permits easy, secure sharing of timely
clinical information to expedite cost-effective, high quality health care. BCB's
flexible software systems can be tailored to emulate a wide array of existing
dictation approaches, making use of prior hardware expenditures and
simplifying the training and support of this Y2K compliant, MS-Windows
program.

Oceania offers its patented technology either as a stand-alone application or as
components. Systems vendors, developers, and end users can now embed
Oceania's Clinical Knowledge Base and Oceania Notes within their own
applications. Kaiser Permanente, the U.S. Department of Defense, and the
State Department have selected Oceania products for clinical deployment.
Oceania is located in Redwood City, CA, and is privately held. For more
