The Commission's Tale

After a 2-year and $5 million study, the NGISC wrapped up deliberations last week and prepares to submit its final report on gambling's national impact to Congress next Friday. Although the commission's report will come with several recommendations, none will be binding and nearly all are so watered-down that they pose little threat to the gaming industry. Even commissioner James C. Dobson, the prominent Christian conservative leader who has received thousands of messages a month from ruined gamblers, admits: "The American people want gambling. As long as they do, it would be foolish for this commission to tell them they can't have it." In his LA Times article, Richard T. Cooper tells the commission's story: from birth to final report. He recounts it as "a tale of politics and inside maneuvering" as well as "changing American attitudes and appetites."
