I am not familiar with "breakdown" point. I had been told that FDA can shorten process at 30 month period into Phase III trials. And, even at that point, the company would "still not" be allowed to "peek" at data. I do not know what exceptions there are to FDA rules and regulations regarding you reference to a "breakdown point," but my facts come from a primary source.
