the cost of direct internet use in Europe is exhorbitant. so Dell's cost reduction aggreement scheme in the UK helps pave the way (finally) for Europeans to come to the net in much larger numbers. and with increased net use, increased PC use. maybe US investors don't clearly understand the full implications of these agreements for European net use and PC purchasing.
