Well of course big construction co's will make out large. The question is from who, and how, will the cash come to pay for this madness? My guess we will be put on a nice guilt trip by Washington and their lap-dog media cronies.
And then, after that 100-500 billion expense, we have to rebuild our depleated inventory of weapons. So, there is another play.

But what a fabulous opportunity to help re-build a brand new nation. . . state of the art. . .better than before
