In regards to the Digital Chip, I was a bit surprised by one of the
statements made by digital

I was of the impression that once Windows NT was installed all
programs would run irrespective of the Chip being used. If the DEC
chip can only run a third of programs designed for Windows NT then
it will never gain market acceptance.
