John, as far as the Internet in Europe is concerned you can consider that as a whole these countries are 2-3 years behind what you're seeing here in NA.
As for you query about telephone costs, it is correct to say that in most European countries (UK for example) all calls are what are referred to as metered. What this means is that regardless of whether calls are local or LD every call has a per minute cost. Needless to say this has hampered the growth of the Internet in these countries and will continue to do so.
