Mike, IPO can not be bought on margin for first 30 days. You can however purchase in type-1 cash and then move to t-2 margin (fully paid for) on settlement day. Shares to short must be borrowed from a margin account. This makes IPO shares scarce the first 30 days but not impossible to get. I've shorted IPO's on t+3 many times. And very profitably I might add.
