I agree. I bought the rumor yesterday at $12 but I did look at the SEC filings and feel that there was more than $13 of value here. I wonder if the following disclosure from the press release explains the lack of a premium:

"APCO, based in Atlanta, Ga., has 200 workers. APCO will retain its officers, employees and independent sales representatives under the deal."
