I look at my post and cry for the poor writing. Sigh...

Let me just say that there is a pretty great elasticity of demand for vices in general- people will pay. So prohibition only increases the incentive to sell- to actively infiltrate schools and start selling while kids are still kids- to get them started early is good for business- THIS is a core argument. If the criminal element finds riches pushing drugs, then legalization can put an end to that. Let them find riches elswhere if they can...at least they won't find it profitable to endeavor to make users and pushers out of our kids- and imagine...drugs will be cheap at the same time. But who will encourage kids to take them? How would they profit?

You say "If the cost of enforcement is weighed against
the fear of a flooded black market, since legalization would make it easier for
minors and others to get their hands on hard drugs, then it is possible that it is simply
worth it..." and I reply that legalization would NOT make it easier for minors to get their hands on hard drugs- it would make them cheaper, yes...but as it is now hard drugs are actively being thrust under their noses when they weren't even thinking of trying them at all. Cheap drugs would mean the end of the incentive(profit) to instigate. It is the active instigation going on all around us that legalization can effectively end.
