No, these Restricted shares are INCLUDED in the total O/S. Actually, it is impossible for GOCA to issue more shares (ie financing) because of the very low, and abnormally low total share authorization structure. If you look at the report I did, clubfatt.com , and you look at the Share Structure, you will see how the total O/S is divided up, subtracting RESTRICTED shares, thus resulting in the small float.
But, keep in mind, that these shares are not being sold. From the way I understand how the Canadian markets work, cohering into the American markets, making these shares free trading is like a bond maturing..over time, you can execute it! But, so far, the filings have not been executed, last I checked. They are reaching their "maturity point" and for some reason when they become free trading, they show up as a 144 sale!!
