I think it's a combination of both. The stepped rollout is nothing new. This has been referred to before. First the 600Mhz and then the 700Mhz and finally the 800Mhz. The 600 and 700 were to keep a step ahead of AMD (if I recall correctly). At the time the announcement was made it was claimed to be a supply problem. I believe that was partially true but also had to do with some fine tuning. Intel doesn't make the dollar investment that they have without being sure of where it's going and their return of investment. This is not a guessing game with them. Their margin of error in their objectives is so very slim. They won't be derailed. When you are confident of what you have the problems of time delays are temporary and soon behind you. It is for these reasons that the customers needs and desires are best served.
