You know, I bet if she had returned the books and explained, they would have just wiped her debt off the computer. Also many (most?) libraries have a finefree week when they excuse your fines if you'll just get the books back. I've done too many volunteer hours at libraries and seen too many people decide they want to keep a book or else they move on with a bunch because it's just too much trouble to return them, or they damage them, write in them, wipe food on them, I dunno, it's taxpayers money- and it IS a theft.
It's like the people who throw trash out their car windows. It's such a small thing, but all those small things accumulate until it costs all of us.
