Hey, you're talking to an old probation officer and social worker here. I certainly have encountered my share of distrustful clients. This person had the wherewithal to apply for and sign a library card and check out books. THat to me is oddly incongruent with the following behavior. But really, this is not about her, as much as about a system that could- in its effort to emphasize the rules-- take an astoundingly stupid action (removing the child). It's troubling to think that no where in the system was there a person or an opportunity to say- "Whoa! This has stopped making sense!"
