billwot ---Another interesting tidbit about this interest rate surge ---OMB has posted that the government surplus for this year ( OCT 1 ) will be 130 billion dollars ( up from 75 billion this past year ) . Normally interest rates do not rise with the government buying back debt . By the way they took out 15 billion for the Kosovar war and is not included in the 130 billion surplus BEST WISHES BILL
