NB99.23-1] US: Kazakh uranium was indeed sold below fair market price in 1991, the Department of Commerce has ruled. The International Trade Administration (ITA) of the DOC issued the ruling in the Kazakh antidumping investigation on 4 June, finding a dumping margin of 115.82%. This is the same margin found by the ITA in the preliminary determination in 1992. The International Trade Commission (ITC) will now determine whether such sales injured or threatened injury to the US uranium industry. No ruling on third-party enrichment - the so-called European bypass - was made. ITC's final ruling is due on 19 July.
