Rumor: USR is "holding back" from the ITU, since the ad hoc committee is stacked with engineers from the ROK/LU consortium companies. They don't want to hand over only working 56k technology, and are going to force the consortium's hand by making them put up or shut up. Once they are committed (in hardware) to their technology, then USR will disclose their proprietary design to the ITU.

LU has been quiet, but like ROK & MOT, they have fires on many fronts to deal with.
