I remember reading in a local paper that the costumes in the remake of "The Titanic" were all period clothing, which were rented from a couple of women who have a period clothing store in Virginia, in one of the small towns out in what we call the horse country, which might be Middleburg or Upperburg or something like that. I know "The Titanic" clothes were more recent vintage than you are looking for, but my recollection was that they had other periods, as well. Try plugging Titanic and costume and "period clothing" and Virginia in a search engine and see if that turns up anything.
