I've heard that - starting in the UK first then go to a few others. I don't know about all the European telcos, but in the UK you get wacked with a hefty per minute charge even for local calls. So the ISPs are working up kick back/revenue sharing arrangements for generating end user call time into the ISP. Thus the revenue streams are a bit different in importance than the US, so ISPs can afford to give away service if they get a cut from the telcos.
