The question was does the company require shareholder approval to do a reverse stock split?

The answer is in Software Gamings Corporate Charter. Almost all company's require shareholder approval for a split or reverse split. In some cases the approval must just be over 50% but in some cases it can be 66.6%.

In my opinion shareholder approval would be asked for. Myself as a long term investor think splits or reverse splits is irrelevant. There is no outstanding evidence to support otherwise.

In the long run it will be growth potential and earnings and the # of fully diluted outstanding shares that will drive the price. Therefore, you must look for fully diluted EPS, and Growth.
